1. (SBU) The following answers are keyed to the questions in
reftel paragraph 3.


2. (SBU) The Czech Republic receives FMF and IMET funds.


3. (SBU) The Czech Republic's state budget is publicly
available. The Ministry of Finance posts the Czech
Republic's state budget on its website.


4. (SBU) Incomes and expenditures are included in the
publicly-available budget.


5. (SBU) The Czech budget system is transparent. The
publicly-available budget fairly accurately reflects actual
government incomes and expenditures, although actual income
depends on the performance of the economy (i.e. the level of
tax receipts) and has been both above and below budget
projections in past years. The Finance Ministry publishes on
its website a full account of the previous year's budget,
including actual income and expenditures occurred.
