1. (SBU) SUMMARY: Seeking to get a better handle on those
fraudulently receiving benefits, the GOTT will remove on September
18 approximately 6,000 individuals from its "Smart Card" program, a
conditional cash transfer (CCT) effort. The remaining 25,000
participants will receive a benefit increase. END SUMMARY.


2. (SBU) The Smart Card is a debit card that the GOTT transfers
money to and that can then be used by recipients to purchase food.
In announcing the paring back of the Smart Card participant's list,
Social Development Minister Amery Browne declared "the days of the
Smart Man Card were over." His Ministry had surveyed participants
and those found ineligible, or who were willfully avoiding Ministry
personnel, were being dropped from the program. Some were outright
fraud cases, but others were persons enrolled in a separate GOTT
poverty program who did not fit the Smart Card criteria but were
incorrectly automatically enrolled in the program.


3. (U) Browne said there would be an appeals procedure for those
dropped. His Ministry, though, wanted to maintain a tighter grip on
this program and has hired new staff to audit the effort and
personally visit participants. By cutting back on the number of
fraudulent participants and assuring eligibility requirements were
strictly met, Browne said more funds would be available for bona
fide recipients. Strengthening his words, Browne noted funding
increases for the Smart Card in the FY2010 budget and said benefits
would be increased by 35 percent. This will result in a family of
three receiving TT$510 (USD$82) instead of TT$400 (USD$64),and
families of six or more will receive TT$700 (USDS112) instead of
TT$500 (USD$80).
