END-USE CHECK ON LICENSE 050134513

1. Per request, Post conducted a post-license pre-shipment check
on license 050134513 for the export of rifles to Trinidad & Tobago.
2. The following is a list of the specific actions taken and
results of the inquiry:
3. On 7/22/09 post received a Blue lantern request for the above.
Post telephoned the Special Anti-Crime unit (SAUTT) for verification
that they had in fact requested to purchase the said items. Verbal
affirmation was given to Sandra De Leon, INL Specialist, by Lt.
Garvin Heerah, who was asked to have the person in charge of the
project contact the embassy to have an informal meeting to verify
the documents and conduct an interview.
4. On 7/23/09 Lt. Col. Ricardo Garcia contacted Sandra De Leon, INL
Specialist as requested and a meeting was arranged for 7/24/09. On
7/24/09, Mr. Garcia along with Lt. Cmdr Prindle and Ms. De Leon met
at the embassy, where the documents were verified against the
information in the above referenced cable and Mr. Garcia readily
answered Lt. Cmdr PrindleQs questions concerning where the rifles
will be located, how they will be used, and whether SAUTT had done
business with the company previously.
5. Based on the above, post verifies that this is a legitimate
transaction.
