SUBJECT: DEMARCHE DELIVERED:THE CARTAGENA PROTOCOL ON BIOSAFETY

On February 12, ECONOFF delivered reftel points to the Ministry of
Foreign Affairs, Regional Integration and International Trade. In a
follow-up conversation, Second Secretary Brinda Trilok of the
Ministry of Foreign Affairs, Regional Integration and International
Trade indicated that the key issues raised in the demarche will need
to be discussed with appropriate GOM Ministries, including the
Ministry of Agro Industry and the International Trade Division of
the Foreign Affairs Ministry. Ms. Trilok also pointed out that, to
her knowledge, she is not aware of any GOM plan to attend the
upcoming February 23-27 meeting in Mexico City. Post will report on
GOM's position once an official response is received.
