(C-AL9-01947)
REF: SECSTATE 96693
Classified By: CDA Virginia Blaser for reasons 1.4(b,c,d)
(C/NF) On October 14, CDA delivered reftel questions to
Ambassador Patrice Cure, Head of Multilateral Directorate -
Political, Ministry of Foreign Affairs, Regional Integration
and International Trade. Cure indicated that from Mauritius'
point of view, SADC is limited to economic and environmental
issues in the African region and mainly toes the line of the
African Union (AU). He further stated that South Africa is
the main player and that any attempts to merge overlapping
organizations do not work for practical reasons. Cure
commented that there are issues between the AU and the UN in
regards to the proper definition of peacekeeping which have
led to problems of cooperation and handovers between the AU
and UN for peacekeeping operations.
