On June 19, POLOFF delivered reftel points to First Secretary of the
Ministry of Foreign Affairs, Regional Integration and International
Trade, Mrs. Marie Helene Chavrimootoo. Chavrimootoo said that GOM
agrees with USG points on Madagascar and agreed to pass the points
to FORMIN Arvin Boolell, who was en route to attend the summit. She
further explained that given Mauritius' proximity to and economic
interests in Madagascar, GOM would have a strong voice in the June
20 SADC meeting. Chavrimootoo revealed that FORMIN Boolell will
unequivocally oppose any military intervention in lieu of a
constitutional path to elections. Chavrimootoo believed that
avoiding military intervention would be common among many other SADC
members, stating that SADC has been "more moderate in tone than
COMESA on issues like Madagascar."
