1. (SBU) On May 29, Post delivered demarche points (ref A) to
Minister Counselor Deepak Gokulsing, Ministry of Foreign Affairs
(MFA). Likewise, on June 1, Post spoke with Second Secretary and
U.S. Desk Officer for the Mauritius MFA, Mrs. Brinda Trilok, on the
issue. The MFA officials insisted that Post seek answers on reftel
from the Governor of the Bank of Mauritius, but a few phone calls to
this body revealed that Secretary of Finance Ali Mansoor, Ministry
of Finance, was responsible for Mauritius' vote on Kosovo's entry
into the World Bank (WB).
2. (SBU)In a June 2 conversation with POLOFF, Mansoor indicated that
the GOM did not yet approach him for a decision on this issue, but
assured POLOFF that he would take USG points into consideration when
he decides. POLFF took this chance to remind Mr. Mansoor that the
voting deadline is tomorrow, June 3.

3. (SBU) While unaware of his responsibility for the vote on
Kosovo's WB membership, Mansoor was aware of Mauritius' 'Yes' vote
for Kosovo to join the IMF, so this could bode well for him voting
'Yes' in the WB vote. Despite a second push on this issue, Post
remains unsure that Mansoor will vote by June 3 with the fervor of
the newly released Budget commanding all of his department's
attention.
