SUBJECT: Leahy Vetting Request for 9 HNP officers & 7 Intelligence
staff of Ministry of Interior
1. This is an action request for WHA/CAR.
2. Post requests the Department's assistance in vetting the
following nine (9) Officers of the Haitian National Police (Fight
against Drug Trafficking Unit)and seven (7) members of the Ministry
of Interior (Intelligence Unit) who have been nominated to
participate in a U.S.-funded training, pursuant to the Leahy
Amendment and Foreign Assistance Act.
3. This training entitled CDI Training is coordinated by the local
bureau of the Drug Enforcement Administration and organized by the
Center for Drug Information, September 28 - October 2, 2009.
Therefore the vetting process must be completed before that date.
4. We received comments regarding one individual after our internal
vetting and the information received relates to Oscar Stella and
also following Post Consular Section's INK process as of September
24, 2009.
