1. (U) Poloff delivered demarche urging the recognition of
Kosovo by the Republic of Haiti on July 29, 2009, to Director
of Political Affairs at the Ministry of Foreign Affairs
(MFA),Patrick Izidore.
2. (SBU) Isidore assured Poloff that the Government of Haiti
(GoH) has been considering the matter, but that the decision
to recognize is still being weighed by President Preval. He
stated the GoH is aware of the points raised by the demarche,
and that the discussion is being carried out with other
CARICOM states in order to reach a common agreement. Isidore
indicated that Haiti stands for the right to
self-determination by Kosovo, but he expressed concerns that
the United Nations had not yet recognized Kosovo's
independence. He specifically mentioned that the GoH is
cautious not to aggravate existing tensions with the People's
Republic of China over Haiti's relationship with Taiwan.
