1. This is an action request for WHA/CAR.


2. Post requests the Department's assistance in vetting Commissar
Patrice Israel, Director of the Haitian National Police/BLTS
division, who has been nominated to participate in a U.S.-sponsored
meeting, pursuant to the Leahy Amendment and Foreign Assistance Act.



3. This regional coordination meeting, "15th Annual Drug Commanders
Conference", a Pre International Drug Enforcement Conference (IDEC)
meeting will be held in St. Kitts, from March 15-21, 2009. Therefore
the vetting process must be completed before that date.


4. No derogatory information on Commissar Patrice Israel was found
after our internal vetting and following the Consular Section's INK
process as of February 9, 2009.
