1. This is an action cable. See Paragraph Six.

2. Reftel is guidance for screening nominees for U.S.-sponsored
training programs.

3. Post requests a Leahy vetting response from the Department by
March 27, 2009. The individual listed below will attend ILEA
Intellectual Property Rights (IPR) Investigations Course scheduled
for April 27 - May 1, 2009 with report date of April 26, 2009 in
Bangkok, Thailand. To comply with the Leahy amendment relative to
U.S.-sponsored security assistance training, the U.S. Embassy Phnom
Penh conducted local human rights vetting for the following
individual selected for ILEA-funded training:

NOMINEE:

NAME: POL, Seang (Male)
DPOB: May 16, 1968; Phnom Penh
POSITION: Deputy Chief of Administration office
DEPT/UNIT: Department of Anti Economic Crime Police, Ministry of
Interior

4. U.S. Embassy Phnom Penh has reviewed its files and finds that,
as of this date, it possesses no credible information of gross
violations of human rights by the above-mentioned individual.

5. The individual listed above will attend the ILEA Intellectual
Property Rights (IPR) Investigations Course scheduled for April 27 -
May 1, 2009 with report date of April 26, 2009 in Bangkok, Thailand.
This course will provide the participant with an understanding of
current regulatory tactics and methodologies used to protect and
regulate intellectual property rights.

6. Please verify whether the Department possesses any credible
information that the individual named above has been implicated in
gross violations of human rights. Post requests a Leahy vetting
response from the Department by March 27, 2009.
