1. (S//NF) Post convened an Emergency Action Committee meeting
at 1500 (local) on April 27, 2009 to review specific, credible
threat information targeting the Consulate and Consulate
personnel residing in University Town. PO, RSO, RAO, IMO MGTO,
and Special Forces element attended the meeting.


2. (S//NF) The EAC assessed the threat reporting to be credible,
and Post will maintain its current elevated security posture
and reduced staffing following previous threat reporting and
attacks and will continue this posture until further notice. The
EAC also determined that two-days a week local staff will work
from a newly developed unclassified intranet office space
established in the Alternate Command Center (ACC) located within
the residential housing cluster in University Town.


3. (S//NF) Having Consulate personnel work-from-home will lessen
the volume of protective motorcades which must travel in-and-out
of the residential housing cluster located in University Town.
The EAC noted that the threat reporting mentions targeting
residences within the Club area. However, this is also the most
defensible Consulate residential area and where the most
Consulate security resources can be brought quickly to bear.


4. (S//NF) Peshawar remains at a critical threat level, of which
the potential for an attack at the Consulate, or an action
against US-interests, or personnel is one of many concerns. RSO
Peshawar remains concerned about the dispersed nature and lack
of adequate safe haven facilities in the Consulate's residential
area, coupled with its distance to the Consulate Compound,
exacerbating the risk to Consulate facilities and personnel.


5. (S//NF) The EAC re-stressed that the security situation
remains tenuous and that the ability for host nation (HN)
security to provide adequate protection to US facilities and
personnel remains questionable at best. Security resources,
including deployed DS support and pre-existing Post assets,
remain strained based on the security environment and
operational demands. Further reductions in movements remain a
priority of RSO and all available measures including combined
shuttles, route and time variances, reduced work week and
work-from-home options have been recommended and adopted
whenever possible.
