SUBJECT: NO NEW BIO-INFO ON PIRATES, BUT FRANCE WANTS TO
PRESS AHEAD AT UN
REF: STATE 49092
Classified By: Deputy Political Counselor Greg D'Elia, Reasons 1.4 (b),
(d).
(C) MFA IO Sanctions Desk Officer Gurvan Le Bras said May 19
the GOF had tasked intelligence agencies with obtaining
further identifying information of the individuals listed in
reftel following USUN's initial request in New York. The MFA
has been following up with intelligence agencies, but has no
further details to offer yet. Although the GOF recognizes
more detailed listings will allow more effective sanctions,
Le Bras emphasized the difficulty of obtaining precise
bio-identification in the Somali environment. Stressing the
need to act quickly, he suggested information already
available would be enough to support listings at the UN and
repeated the GOF desire for close cooperation with the USG
(and UK) in submitting names of pirates and piracy
facilitators to the Somalia Monitoring Group for
consideration by the Sanctions Committee under UNSC 1844.
