1. (C) MFA NPT Officer Celine Jurgensen said November 24 that
France entirely shares the U.S. position detailed in reftel
on subsidiary bodies at the 2Q0 NPT Review Conference
(RevCon). Stressing the need to ensure states withdrawing
from the NPT remain accountable for any violations committed
while a party to the treaty, Jurgensen agreed that a third
subsidiary body to deal with Article X was critical, and was
further justified by the precedent established at the 2005
RevCon.


2. (C) Jurgensen said that although France was not currently
approaching non-European governments, the GOF was working
hard within the EU to get a unified position supporting the
creation of a subsidiary body to deal with treaty withdrawal
issues. She suggested that it would be helpful for the
United States to demarche current EU president Sweden and
upcoming EU president Spain to stress our own interest in
this issue and reinforce France's efforts.
