1. (U) On November 17, EconOff delivered the points to Tom
Kartoebi, Acting Head of the Americas Division at the Ministry of
Foreign Affairs. Kartoebi indicated that the Government of
Suriname will likely defer to CARICOM's consensus view, and the
recent decision of the Caucus of Health Ministers at CARICOM to
support U.S. candidacy. EconOff provided via Diplomatic Note the
same message to the Ministry of Health.
