1. (SBU) Per reftel, PolEconPDOff relayed the message to Mr.
Tom Kartoebi, the Head of the Americas Division at
Suriname,s Ministry of Foreign Affairs, that the United
States would like food security to be a key deliverable at
the July 2009 G8 Summit in Italy. Mr. Kartoebi told
PolEconPDOff that "food security and certainty are crucial to
the Government of Suriname." Mr. Kartoebi noted that the
Government of Suriname (GOS) is building an agricultural
testing facility to improve its ability to screen
agricultural products using international standards.


2. (SBU) Mr. Kartoebi indicated that the GOS would be
interested in politically supporting a multi-lateral food
security initiative. Mr. Kartoebi said that he would share
this information with the Surinamese Ministry of Agriculture.
Post will report any additional response from the GOS.


3. (SBU) COMMENT. Precedent suggests that the GOS is likely
to defer to the CARICOM consensus view when reacting to any
significant multilateral initiative, such as this food
security initiative. However, since food security is an
issue in Suriname -- with its dependence on imports for
several foodstuffs and the effects of seasonality on its
agricultural industries -- the GOS may consider breaking
ranks with CARICOM should they choose not to support the
measure. END COMMENT.
