1. (SBU) Post staff have actively engaged the Government of
Suriname (GOS) on this and other Kosovo-related issues.
Demarches were made on Kosovo recognition and the
International Court of Justice vote to the Head of the the
European Division and the Acting Head of the International
Organizations Division at the Ministry of Foreign Affairs
(MFA). On the International Monetary Fund and World Bank
votes, the Ambassador conveyed the U.S. position to the
Permanent Secretary at the MFA, and later spoke personally
with Minister of Foreign Affairs Lygia Kraag-Keteldijk.
Certainly Post has been emphatic in our communication to the
GOS that Kosovo is of critical importance to the USG. After
having taking the issue to the highest levels of the GOS, and
having never received a positive response from the GOS with
respect to Kosovo, we have regretfully determined that it
would now be counterproductive to deliver this demarche at
this time.
