C/NF) Charge delivered reftel demarche to Minata
Samate/Cessouma, Vice Minister of Foreign Affairs equivalent,
and Vincent Zakane, Director of the Cabinet at the Ministery
of Foreign Affairs on 17 May. While Samate/Cessouma and
Zakane were sympathetic to the U.S. position, they said that
it might be difficult to get Security Council action on the
case because there were no clear security implications to the
case, and that this was primarily a human rights issue.
Charge pushed back arguing that the lack of democracy and
human rights in Burma had stability and security implications
not only for the country but for the region as well. Burkina
Faso would support a P-5 consensus, they said, but it would
be likely that Russia and China would make progress
difficult.
