1. (C) Assistant Deputy Minister of Foreign Affairs and
Political Director Yves Brodeur confirmed to DCM on October
14 that the Canadian Ambassador in Bangkok had on October 6
made a demarche supporting the extradition of Viktor Bout to
the Thai Ministry of Justice's Permanent Secretary. The
Ambassador underscored that the demarche was upon the
explicit instruction of the Government of Canada, to which
this case was also important, as well as to the U.S. and to
the international community. The Ambassador told the
Permanent Secretary that a successful extradition for
prosecution would be an important step in the fight against
terrorist organizations worldwide. The Thai response was
only to agree to study the Canadian demarche, which the
Ambassador will also deliver to the Ministry of Foreign
Affairs, according to ADM Brodeur.
