1. (C) Charge on September 18 discussed Victor Bout case
(reftel) with Yves Brodeur, Assistant Deputy Minister for
International Security Affairs and Political Director of
Canada's Department of Foreign Affairs and International
Trade (DFAIT). Brodeur was already familiar with the case.
Charge reviewed the status of the Thai court process and
noted that Canada, like the U.S., has designated the FARC as
a terrorist organization. He asked that Canada weigh in with
the Thai government to urge Bout's extradition to the U.S.
Brodeur sought clarification that the U.S. extradition
request was based only on Bout's supply of weapons to the
FARC, which Charge provided. Brodeur said that he certainly
believed Canada would be willing to weigh in with Thailand
and promised a definitive answer once he had coordinated with
DFAIT's Asia-Africa Bureau.
