1. (SBU) Norwegian MFA Disarmament Advisor Knut Langeland
and Senior Advisor for Disarmament and Non-proliferation
Erling Skjoensberg told PolOff September 21 that Norway would
participate in the informal group discussions on the
side-lines of the Article XIV Conference in New York.
Langeland said that Norway would likely be represented by
Deputy PermRep Ambassador Mona Juul. Juul will also serve as
Norway's Sherpa for the Nuclear Security Summit in 2010 (ref
B).
2. (SBU) Langeland described Norwegian activities related to
the Comprehensive Nuclear Test-Ban Treaty (CTBT),including
bilateral engagement with Indonesia on non-proliferation
issues, and providing funding -- in coordination with The
Netherlands and Sweden -- for the Chinese book launch of
"Nuclear Test Ban, converting Political Views to Reality"
early next year. Skjoensberg offered his view that if the
U.S. ratified the CTBT, China would quickly follow, in
addition to Indonesia. Langeland echoed Skjoensberg, adding
that the CTBT is the key instrument for making progress on a
nuclear free world.
