1. (C) Norwegian MFA Legal Advisor Rolf Fife told PolOff
September 2 that Norway submitted its request on July 13 to
the International Court of Justice (ICJ) to make an oral
statement on Kosovo in December 2009. He added that
representatives from the legal offices of the UK, Germany,
France, and other countries, were coordinating to meet in
London on September 30 to discuss how best to approach the
ICJ on this issue.
2. (C) Fife also noted that in a meeting September 1 with
the Serbian Ambassador to Norway, the Ambassador had spoken
of "very bad consequences" for Norway's relationship with
Serbia if Norway did present at the ICJ. Fife told PolOff
that he responded by noting that the ICJ had been informed of
Norway's intended participation in the December 2009
hearings, and that he did not foresee a change of plans.
