1. (SBU) Norway's Global Initiative officer, Carl Salicath,
confirmed that Norway will attend the plenary meeting in
June. Who will participate is not yet determined, nor is it
decided which working groups Norway would like to participate
in but the delegation will likley consist of two people, one
from the Ministry of Foreign Affairs, and the other from the
Norwegian Radiation Protection Agency. The GON will not seek
a speaking role and has no plans to host any GI related
events.


2. (SBU) Norway has committed to co-fund a project with the
U.S. which will supply Kazakh border posts with the
appropriate equipment to detect nuclear smuggling. The GON
said that implementation of the program has been held up due
to internal issues at the U.S. Department of Energy. The GON
is open to funding other programs and would welcome a meeting
to outline prospective programs. The GON mentioned a 2007
meeting in London as particularly helpful in identifying good
practical programs which the GON could fund.
