1. (C) Norway shares U.S. concerns over possible changes in
KFOR's force structure. Norway plans to continue its minimal
contribution to KFOR (six to seven officers assigned to KFOR
HQ in Pristina) although it did withdraw approximately
fifteen intelligence specialists during the last half of

2008. The GON is not sure what shape EULEX will take and has
concerns about its ability to perform its functions. The GON
has recently decided to contribute to two trust funds for
Kosovo, including the Kosovo Security Force trust fund. The
MFA promised a more detailed summary of Norwegian civil and
military contributions to Kosovo which post will send to
Washington.
