1. (C) President Abdallahi's "Foreign Minister" Mohammed
Ould Maouloud told Charge April 5 that Senegalese Foreign
Minister Cheikh Tidiane Gadio has returned to Mauritania
intent on getting President Abdallahi and opposition leader
Ahmed Ould Daddah to accept a bilateral Senegalese political
mediation. Ould Maouloud characterized the effort, "like
those pesky Dakar street merchants who won't give up even
when you make clear you don't want to buy." The FNDD
leadership discussed the Senegalese effort today and had
consulted with Ahmed Ould Daddah who is due to meet Gadio
this evening. Officially, they will tell the Senegalese that
the necessary conditions aren't in place for a new mediation
effort (i.e. the military must first drop its election plans)
and that, should they accept a new mediation, it would have
to be under the auspices of the Contact Group -- more
specifically under the auspices of the AU Peace and Security
Council. Unofficially, Maouloud said neither the FNDD nor
Ould Daddah trust the Senegalese.
2. (C) Ould Maouloud told Charge the FNDD believes Senegal
is acting on Aziz's behalf to allow Aziz the chance to make a
diplomatic "concession" of pushing back his June 6 election
timetable. Ould Maouloud suggested Aziz wants to push back
the elections himself because he has failed to get anyone
credible to run against him making it even harder for him to
present the election exercise as legitimating. Since he has
already gone public with his resignation date and the date of
the elections, he needs the Senegalese to "mediate" an
election delay.
