1. (SBU) On February 15, 2009 the Charge received two
letters, both dated February 10, 2009 from President
Abdallahi addressed to Under Secretary General of the Office
of Legal Affairs UN, Hon. Patricia O'Brien, indicating a
change of Mauritania's representation to the United Nations.
Scanned copies of the letters will be sent to AF/W.
Abdallahi's representative noted that such appointment in
this current political climate is "tricky" but hopes that
Mauritanian presence in the UN will assist in advancing their
agenda to urge members of the Security Council to implement
targeted sanctions against the regime of General Abdel Aziz
and its supporters (see reftel).
2. (SBU) The following is an English translation of the
original French letter withdrawing the accreditation and
credentials of Mr. Abderrahim Ould HADRAMI:
BEGIN TEXT
Under Secretary General,
Mr. Abderrahim Ould HADRAMI has been accredited by me as
Permanent Representative to the United Nations Organization
in New York.
In my capacity as the legitimate President of the Islamic
Republic of Mauritania, I notify you of my decision to
terminate the mission of Mr. Abderrahim Ould HADRAMI to the
UN and, therefore, withdraw the accreditation and credentials
authorities that I have given him.
Please accept, Madame Under Secretary General, the assurances
of my highest consideration.

3. (SBU) The following is an English translation of the
original French letter appointing Mr. Sidi Mohamed Ould
AMAJAR as the Mauritanian representative to the UN:

Under Secretary General,
I have the honor to notify you of my decision to appoint Mr.
Sidi Mohamed Ould AMAJAR as the legitimate Government of the
Islamic Republic of Mauritania representative to the United
Nations Organization in New York.
Given the current situation where the legitimate government
is unable to exercise its constitutional prerogatives by a
military junta that seized power by force, I request from the
United Nations Organization any assistance it can provide to
Mr. AMAJAR to fulfill the mission I have assigned him.
Please accept, Madame Under Secretary General, the assurances
of my highest consideration.
