2. Background: Since 1974, the southern part of Cyprus has been
under the control of the government of the Republic of Cyprus (ROC),
while the northern part, administered by Turkish Cypriots,
proclaimed itself the "Turkish Republic of Northern Cyprus (TRNC)"
in 1983. The United States does not recognize the "TRNC," nor does
any country other than Turkey. The information below on obtaining
marine authorizations pertains only to the ROC.


3. Following is an outline of Government of Cyprus (GOC)
requirements for filing marine research authorization requests:

The key GOC agency handling such requests is the Ministry of Foreign
Affairs (Division of Cyprus Question and EU-Turkish Matters).
Authorization requests must be submitted to the MFA in Diplomatic
Note format through the requesting country's embassy. Requests
should be submitted at least six weeks prior to the intended
commencement of research. Requests should include all pertinent
information, including -- but not limited to -- the following:

(a) The specific dates of the research or, at a minimum, the
intended period;
(b) Exact coordinates of the research area;
(c) Identification details of the vessel(s) involved, e.g.
registration number, flag, and insurance information;
(d) Details about the company(ies) conducting the research;
(e) Whether the vessel(s) involved will need to use any facilities
at Cypriot ports; and
(f) Exact purpose of the research (preferably, a full description of
the end-user and the end-product).
