Legislative Elections

1. (U) On June 20, President Tandja signed a decree authorizing
legislative elections for August 20. This comes one day after the
National Independent Electoral Commission (CENI) proposed an August
20 date for the legislative elections (ref a). According to CENI,
the election campaign will open on July 29 and close on August 18.
2. (SBU) Comment: The CENI scratched the referendum from its agenda
after the Constitutional Court ruled that holding the proposed
referendum would unconstitutional. There has yet to be an official
Government of Niger statement on the Court's ruling. It also
remains unclear what effect August 20 legislative elections would
have on an August 4 constitutional referendum (if held) or vice
versa (ref b).
