1. (SBU) Embassy delivered reftel demarche to Ministry of
External Affairs Director (Central Europe) Mr. Sevala Naik.
Naik indicated that India has not yet decided whether it will
file a brief with the International Court of Justice
regarding the advisory opinion on Kosovo's independence. He
related that India would likely take its decision very near
to the deadline, and stated that if India does chose to file
a brief the content would be consistent with India's clear,
long standing policy of strong commitment to the principle of
sovereignty enshrined in United Nations Charter. He added
that any brief would reflect India's nonalignment and that
India would continue to take its usual, independent position
on the matter of Kosovo.
2. (SBU) Post will follow up in the coming days and notify
the Department if and when India's position on filing a brief
becomes clear.
