1. In reply to ref A demarche February 3, Gaddam Dharmendra,
Director of the Ministry of External Affairs Disarmament and
International Security Affairs division (MEA/DISA),
reaffirmed India's commitment to participate in the Global
Initiative to Combat Nuclear Terrorism (GICNT) and said he
would inform Post once the Indian government designates the
appropriate official to attend the Model Guidelines Document
follow-on workshop.
2. Dharmendra also shared that India was unlikely to host any
Global Initiative activities or exercises of its own this
year. He explained that 2009 is the birth centenary of Dr.
Homi Bhabha, the father of India's nuclear program, and that
the DISA division will be fully occupied with events
commemorating the occasion, including possibly a visit from
International Atomic Energy Agency (IAEA) Director General
Mohamed ElBaradei or his successor. Post will continue to
encourage India's active engagement in the Global Initiative.
