REF: STATE 56371 (DEMARCHE REGARDING CCIT NEGOTIATIONS)
1. (SBU) The charge discussed the U.S. suggestion that
India not proceed with bringing the Comprehensive Convention
on International Terrorism (CCIT) to a vote in the United
Nations in the June 29 - July 2 Ad Hoc Committee meeting in a
one-on-one lunch with Ministry of External Affairs Special
Secretary Vivek Katju on June 5, and passed the points
provided reftel.
2. (SBU) Special Secretary Katju said that the Government
of India agrees completely with the U.S. position that state
military action should be exempted from the scope of the
Convention. He also queried whether using the phrase "self
determination" rather than the reference to "national
liberation fronts" would satisfy U.S. concerns.
3. (SBU) Action Request: Please advise if we should convey
a message to S/Secretary Katju regarding the inclusion of the
phrase "self determination."
