1. (SBU) Embassy staff delivered French language version of
demarche points in Ref A to the MFA's Director General for
African Integration, Brahim Adoum, on October 29, also
drawing on background in Ref B (demarche for the CEEAC seat
in Libreville). Adoun said that Chad welcomed the decision
of the U.S. to offer more support to CEEAC in the security
realm, and to try to help CEEAC become more of a force for
regional stability.


2. (SBU) Adoum pointed out that freedom of movement for
persons and goods within CEEAC was still not the rule, but
that the GoC looked forward to trying to overcome
travel-related problems so that CEEAC could become more of a
driver of stability in Central Africa. Adoum added that
increased global stability would only be possible if states
worked to strengthen regional organizations charged with
security goals.


3. (SBU) Adoun pointed out that Chad had hosted
participants in a regional security force in Moussoro several
years previously, as part of an effort to stand up a CEEAC
military entity. The GoC remained interested in any
initiatives that would help bring about establishment of
regional forces that could be used for maintenance of
regional peace.
