1. (SBU) August 19, representatives of the U.S. Department of
Energy's National Nuclear Safety Administration (NNSA) met
with GCOB officials in Nassau to discuss plans for a joint
Megaports Table Top Exercise (TTX) in FY 2010. The GCOB
agreed to schedule the TTX for mid-April 2010 in either
Nassau or Freeport. The meeting was chaired by Bahamas
Customs Acting Comptroller Glenn Gomez and was attended by
representatives of the Ministry of Foreign Affairs, Ministry
of Aviation and Tourism, National Emergency Management
Agency, the Port Department, and Freeport Container Port
operator Hutchinson Port Holdings.


2. (SBU) A joint USG/GCOB planning team to develop a scenario
for the TTX and address logistical details. DOE NNSA agreed
to create a draft scenario for discussion at the next
planning meeting in early November 2009. The location of the
TTX (either in Nassau or Freeport) will be determined at the
November planning meeting. In addition to the agencies
represented at the August 19 meeting, the GCOB agreed to
include Royal Bahamas Police Force, Royal Bahamas Defense
Force, and Freeport emergency management personnel in the TTX
as well as future planning meetings.


3. (SBU) BACKGROUND: Located 65 miles from Florida on the
island of Grand Bahama, the Freeport Container Port (FCP) is
the deepest port in the region and a hub for shipping through
the Americas. Since 2006, the U.S. Department of Energy (DOE)
has partnered with the GCOB and Hutchinson Port Holdings to
operate radiation detection equipment at the FCP under DOE's
Megaports non-proliferation program. GCOB personnel operate
the Radiation Detection Straddle Carrier (RDSC),scanning
over 80% of the containers transiting the FCP. A new, more
advanced, RDSC is scheduled to replace the current model in
January 2010.
