1. (U) The GCOB signed a Basic Framework Agreement on
Economic and Technical Cooperation with Cuba March 16
anticipating further projectsin health, education, and other
areas, accordingto media. The GCOB is reviewing a draft
agreemen to re-implement a Cuban eye-care program and is i
talks with Cuba on a three-year teacher exchangedeal. Cuban
teachers presently work in Bahamianschools under a one-year
extension to an agreemet signed under the previous
government. The Bahamas and Cuba are also discussing two
agricultural agreements on plant and animal quarantine,
including disease control.

2. (C) While the agreement does not represent a qualitative
change in the relationship with Cuba, it may be a sign of the
GCOB's preparations to re-orient its approach to Cuban
assistance based on the anticipation of changes in U.S.
policy (reftel).
