Third Secretary Aleksey Chumichev, who told us he would raise
the issue with the Chief of DVBR's Military-Technical
Cooperation Section Sergey Petlyakov. Chumichev also
requested that we submit the query in the form of a nonpaper,
with a Russian-language translation provided. Embassy
requests the Department's provision of a nonpaper and
classified translation.
