SUBJECT: Uruguay: MFA offers End-Use, Retransfer, and Security
Assurances Applicable to Articles and Services Provided Pursuant to
the Global Peace Operations Initiative

1. Reftels instructed post to encourage the Government of the
Oriental Republic of Uruguay to enter into a new agreement to
establish end-use, retransfer, and security obligations that
satisfy statutory requirements, and that may be applied to articles
and services provided pursuant to the Global Peace Operations
Initiative (GPOI) and other programs. Charge discussed the issue
with MFA Undersecretary for Political Affairs Ambassador Elbio
Rosselli October 27, and submitted the proposed agreement - in the
agreed-upon form of two diplomatic notes - October 29.
2. The MFA replied affirmatively to our proposal, via notes
155/2009 and 156/2009 dated November 9, 2009 and delivered November
13, 2009. Scanned copies of those notes are included in this
message, and the originals, along with certified copies of the
Embassy's notes, have been sent to L/T (room 5420, attn: Daphne
Cook) via registered pouch. The pouch registration number for
that shipment is 3114440.
3. Post understands that the Department will undertake a formal
translation of the MFA's Spanish language reply, and requests
notification when a decision is made about whether the GOU's notes
constitute an agreement.
