1. (U) Charge passed reftel invitation to the planned Haiti
Key Players meeting September 15 to MFA Acting Director of
Political Affairs Patricio Silva. Silva was unable to say
whether Foreign Minister Pedro Vaz or another member of the
Uruguayan delegation to UNGA would be able to attend, as Vaz
is currently in Washington with President Vazquez. Vazquez
and Vaz will be meeting September 15 with Secretary Clinton,
and they will likely determine then whether they are able to
attend (the Uruguayan delegation is planning to depart the
U.S. on September 25.)
2. (C) Vaz told the Charge September 10 that President
Vazquez will inform the Secretary of Uruguay's interest in
having more input into political decisions regarding Haite,
input commensurate with Uruguay's important peacekeeping rold
there. Uruguay has long been interested in participating in
any meeting the USG may convene on Haiti.
