1. (C) Charge met on May 27 with Minister of Economy and
Finance Alvaro Garcia, Uruguay's World bank Governor, to
follow up on the GOU's stated intention (ref B) to submit an
abstaining vote on Kosovo's inclusion in the World bank.
Minister Garcia agreed to verify with the MFA and indicated
he would submit Uruguay's ballot accordingly ahead of the
June 3 deadline. On June 2, the Foreign Ministry Confirmed
in conversation with Charge that the GOU had decided to
abstain.
