1. (SBU) GOU Ministry of Foreign Affairs confirmed to embassy
staff on April 16 that it had received the invitation to the
UNASUR multilateral meeting to be held in the context of the
SOA, and that they have already communicated the GOU's intent
to attend the meeting through UNASUR channels.
2. (SBU) The MFA added that President Vazquez plans to decide
later who will accompany him to this meeting, if anyone. At
present it appears most likely that Ambassador Lujan Flores,
Uruguay,s Ambassador to the OAS, would be chosen to
accompany President Vazquez as the "plus one" to this meeting.
