1. (SBU) A/DCM and Econoff delivered TSA's report to Liberia Civil
Aviation Authority (LCAA) Director General Rich Williams on June 8,
just after the announcement that TSA had not approved Delta's
planned service to Monrovia that had been scheduled to start June 9.
Williams said he had advised both Delta and the Liberian Cabinet
that a September 2009 was the earliest realistic start date for the
Delta flight. He did not know why Delta had continued to promote
the flight until the last minute. Post has since been contacted by
Lockheed Martin regarding their plans to work with Liberia's
airport. Lockheed was requesting details on the TSA report, and
post referred them to TSA and LCAA.
2. (SBU) Williams said he very much appreciates TSA's assistance in
helping LCAA move towards compliance with ICAO standards and looks
forward to continuing to work with TSA ASSIST.
