1. (U) Econoff delivered Ref B demarche regarding the May 29
meeting of the Contact Group on Piracy off the Coast of Somalia
(CGPCS) to Bureau of Maritime Affairs Commissioner Binyah Kesselly
on May 1 and Ref A updated information and talking points on May 5.
Commissioner Kesselly welcomed the meeting and assured that the GOL
would participate.


2. (SBU) Econoff also discussed with Commissioner Kesselly Ref C
demarche regarding the upcoming International Maritime Organization
(IMO) diplomatic conference (DIPCON) May 11-15 to discuss
environmentally sound recycling of ships. Commissioner Kesselly
told Econoff that Liberia had supported the USG position during
previous meetings to discuss the convention in 2008 and noted that
he intends to attend the DIPCON this May in person. He welcomed the
additional background and information provided regarding the
Australian proposal.
