1. On November 13, Ambassador and PolOff delivered points per
reftel to Acting Foreign Minister Lindiwe Gwebu, who is the current
Minister of Housing and Urban Development. Minister Gwebu had no
immediate substantive response; however she stated she would discuss
this information with Foreign Minister Lutfo Dlamini when he
returned to Swaziland later on November 13.
2. Under the circumstances, we question whether the Foreign
Ministry here will issue timely instructions to its Permanent
Representative in New York, based on our demarche. Rather, in
post's opinion, the most effective way to secure Swaziland's
cooperation on reftel Third Committee vote will be to lobby Swazi
Permanent Representative to the UN Joel Musa Nhleko directly.
