1. On October 30, Ambassador Irving and PolOff met with Acting
Foreign Minister Clement Dlamini to reiterate food security
initiatives delivered in ref A. Mr. Dlamini, the Ministry of
Agriculture, indicated he will be attending the upcoming World Food
Security Summit along with Prime Minister Sibusiso Barnabas Dlamini,
and the follow-on ministerial in Rome in November. He appreciated
the U.S. discussing issues in advance of the event, and suggested
our thinking might inform Swaziland's position. He apologized for
Swaziland's absence from the 8th U.S.-Sub-Saharan Africa Trade and
Economic Cooperation Forum in Kenya last August, and voiced the hope
that that fact would not reflect poorly on the kingdom's focus on
food security.
2. Minister Dlamini expressed his appreciation for past U.S.
assistance in agriculture, and stated he hoped USAID could return to
the levels of assistance it provided in the past to the country.
