SUBJECT: LESOTHO: MISSION "KNOWS THE WAY WE USUALLY VOTE"

Post delivered reftel B to the Director of Europe and the
Americas Office in the Ministry of Foreign Affairs. The
director stated that he has not yet been in contact with the
Lesotho mission in NYC. He expects to speak with them this
afternoon at 3pm and will deliver the message that we "instruct"
his delegation to vote for Judge Painter. He says that: "They
know the way we usually vote" on issues that concern countries
with whom relations are "particularly close." He anticipates
that getting a vote in favor of Judge Painter's candidacy will
not be a problem.
