SUBJECT: MOZAMBIQUE EMBASSY SCIENCE FELLOWS PROGRAM 2009


1. SUMMARY: Embassy Maputo requests an Embassy
Science Fellow to work with the Government of Mozambique (GRM),
to prepare a report on the status of agricultural business and
processes in Mozambique and an implementation plan for
advancement of agriculture in Mozambique.

2. Embassy Maputo requests an Embassy Science Fellow be assigned
to work with the Ministry of Agriculture and the Ministry of
Science focusing on agriculture, agri-business and processes as
well as SPS in Mozambique. The survey will include an evaluation
of agri-business, agriculture processes and SPS issues,
strengths, weaknesses, opportunities and threats (SWOT),an
implementation plan to further the development of agri-business
in Mozambique and the threat of SPS issues, specifically
addressing the SWOT, a human resources development strategy to
support broad-based agricultural growth, and identification of
potential funding sources.


3. A Science Fellow should have a strong background in
evaluating national agricultural programs. The work will be
conducted in English, with English speaking employees of the
Ministry of Agriculture and Ministry of Science. Portuguese
language skills would be beneficial but are not required. No
security clearance is required for this work. The length of the
fellowship is estimated to be six weeks.


4. Mozambique is a member of OIC.


5. Post agrees to provide housing and office support. No in-
country travel is expected.
