1. (SBU) Embassy delivered reftel demarche to Department of Foreign
Affairs (DFA),Office of United Nations and International
Organizations, Director Leah Ruiz on September 25, 2009. Ruiz's
assistant later informed us that they are waiting for further
instructions and will send a formal response soon. We also spoke to
DFA, Office of Ocean Concerns, Director Neil Ferrer. He said he
will urge the UNIO office to support the U.S. candidate.
