1. We request the Department's assistance in screening the
following individual who has been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.
2. The following individual will attend the Marksmanship &
Officer Boarding course in Bluefields, Nicaragua from
September 06 - 12 and November 9 - 27, 2009. The name is
listed with the surname first, followed by rank and DOB:
Unit: Nicaraguan Navy
Anton Castellon, Jose Elias; Lt; 11 Oct 1973
3. As the U.S. Embassy Managua Leahy vetting coordinating
office, we certify that Post has completed its own local
vetting and found no credible evidence of gross violations of
human rights.
4. In order to prepare for the participants' travel, we
appreciate the Department's response by August 30, 2009.
