SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST FOR U.S.-SPONSORED TRAINING: USMLGP, CIVIL-MILITARY OPS TRAINING
1. We request the Department's assistance in screening the
following individuals who have been nominated for USG-funded
training, pursuant to the Leahy Act and the Foreign
Assistance Act.
2. The following individuals will attend the Civil-Military
Ops Training from July 15 - September 16,2009 in Georgia.
The names are listed with the surnames first, followed by
rank and DOB:
Unit: Nicaraguan Army
Uriarte Puerto, Jeralt Jesus; Capt; 25 Dec 1975
Vargas Martinez, Chester Porfirio; LTC; 06 Sept 1958
3. Post has completed its own vetting and found no credible
evidence of gross violations of human rights.
4. In order to prepare for the participants' travel, we
appreciate the Department's response by July 9, 2009.
