REF: SECSTATE 120288

1. (SBU) In advance of the November 26-27 meeting of the IAEA
Board of Governors, Post conveyed Reftel points on the USG's
posture on Iran and next steps to Spain's Ministry of Foreign
Affairs, whose officials had no substantive reaction. Post
emphasized that the USG will be in close contact with Spain
on this issue, given its seat on the IAEA Board of Governors
and its impending assumption of the rotating EU Presidency.
The points were conveyed to Alberto Ucelay, sub-Director
General for the Near East, and Carlos Torres, Counselor for
Nuclear Non-Proliferation and Disarmament within the MFA's DG
for Strategic Affairs and Terrorism.
