(SBU) Emboff delivered the reftel demarche to the head of the
Zambian Foreign Ministry's International Organizations
office. He promised to take our position into consideration
as his office re-examines the issue. He suggested that
Zambia would most likely abstain from the vote, as it did in
2008.
